しかし住基ネットは、各自治体がサイバーゼネコンの食い物にされてバラバラにシステムをつくった。構築費は何と805億円であるが、そこに収容されている情報は約10ギガバイト。二層式DVD 1枚に収まる程度であり、その運用に年間190億円もかけている。しかし利用率は0.7～1.0％であり、政府のつくり出した無駄の中でも突出したもの。当然かなり幼稚な連中がシステム設計しているので融通が利かないし、後述する拡張性にも技術的な限界がある。日本の電子政府の基となる汎用的なデータベースをつくるのであれば、当然最新の技術とシステム要件を満たしたものをゼロからつくるほうが安いし早い。過去の過ちと恥の上塗りだけは避けなくてはいけない。
